CLASS TITLE: DEPUTY FINANCE DIRECTOR
DEPARTMENT: FINANCE FLSA STATUS: NON-EXEMPT
REPORTS TO: FINANCE DIRECTOR ESTABLISHED: SEPTEMBER 8, 2026
HIRING RANGE: ($80,000-85,000)
POSITION SUMMARY:
An employee in this class performs professional level fiscal operations and accounting functions for the Town. The position has the responsibility for supervising personnel, which can include any combination of Payroll, Accounting/Finance, and serves in the absence of the Finance Director with full authority. Work includes grant management, general ledger accounting, budgetary accounting, cost accounting, research, forecasting, spreadsheet development, and financial reporting. The employee must exercise considerable independent and sound judgment and initiative in identifying and resolving issues involving the financial operations of the Town. Work is performed in accordance with established Town finance procedures, standards established by the Governmental Accounting Standards Board, local ordinances and North Carolina General Statutes governing the responsibilities of local government fiscal operations. Work is performed under the general supervision of the Finance Director and is evaluated through conferences, reports, and reviews of financial work.
DUTIES AND RESPONSIBILITIES:
The duties listed below are not inclusive, but characteristic of the type and level of work associated with this class.
Interprets and advises on fiscal policies and practices for the Town.
Assists in preparation of the Town’s annual budget, analyzes historical trends in revenues and expenditures, assists Town departments in preparing budget requests, participates in Manager/Department budget meetings as needed, sets up new budget accounts, and makes changes to recommended budget documents.
Supervises assigned personnel; conducts performance appraisals, trains and coaches employees.
Manages grants from application to reimbursement and all required reporting.
Prepares, reviews, and/or presents financial analyses, records, and reports.
Reviews or reconciles bank statements and accounts.
Prepares and enters journal entries and budget amendments in the general ledger.
Assists departmental staff with financial matters as necessary.
Maintains adequate accounting records to document compliance with local, State and Federal laws and ordinances.
Assists with monitoring cash availability and investments.
Performs related duties as required.
RECRUITMENT AND SELECTION GUIDELINES:
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of North Carolina General Statutes and local ordinances governing Town financial practices and procedures.
Thorough knowledge of the principles and practices of public finance administration, including principles and practices of governmental accounting.
Knowledge of the organization and functions of Town Government.
Ability to evaluate financial systems and design and implement accounting methods, procedures, forms and records.
Ability to supervise, organize and evaluate the work of employees in the specialized fields of finance and accounting.
Ability to design and prepare accurate and thorough analytical and interpretative financial statements.
Ability to successfully establish and maintain effective working relationships with department heads, coworkers, governmental officials, and the public.
Ability to conduct long range fiscal and program planning.
Ability to work extended schedules as needed to carry out financial management functions.
Ability to present information clearly and concisely in both oral and written form.
Ability to exercise sound judgment in analyzing and making decisions involving a variety of financial management areas.
PHYSICAL REQUIREMENTS:
Must be able to perform the basic life operational skills of stooping, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions.
Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
Must possess the visual acuity to prepare and analyze data and figures, to operate a computer terminal, and to read extensively.
DESIRABLE EDUCATION AND EXPERIENCE:
Graduation from a four-year college or university with a degree in accounting, along with significant experience in public finance administration and grant management, including supervisory experience, or an equivalent combination of education and experience.
