Under the general direction of the Deputy Director of Administrative Services, this position has primary authority and responsibility in the areas of budget, accounting, and finance.  The position directs and manages all activities to safeguard the assets of the District and to accurately report financial condition.  Directs all activities and operations of Finance, including budgeting – operating, capital and all associated analyses - financial management, accounting, financial reporting, debt issuance and administration, cash management and investments, auditing, and preparation of the Annual Comprehensive Financial Report.


Essential Duties & Responsibilities:

  • Manages all financial activities of the District including treasury, budget and accounting functions.
  • Establishes financial objectives and policies; determines long and short-term budgetary needs of the District; prepares budgets, financial forecasts, and cost analyses to monitor revenues and expenditures and departments’ performance against Board approved budget, as well as financial effectiveness and efficiency in the use of the District’s assets.
  • Develops monthly and quarterly financial reports; presents quarterly reports to the Board, and the Executive Leadership Team; other reports and analyses as necessary.
  • Directs annual budget process – operating, capital and associated analyses.
  • Develops and implements procedures, rules and policies to advance District goals and objectives.
  • Establishes financial, cash management, and internal controls and procedures; conducts periodic internal audits to ensure compliance with good accounting practices, cash controls, and proper recordkeeping.
  • Leads cash management and investment of District funds.
  • Directs all accounting functions, including month-end, year-end closes, accounts payable/receivable, financial reporting.
  • Oversees the annual financial audit and preparation of Annual Comprehensive Financial Report; serves as liaison with District external auditors, including providing requested financial and operational information to assist auditors.
  • Responsible for all financial reporting requirements as required by state, federal and other governmental agencies.
  • Performs capital projects financial analysis.
  • Responsible for investing reserve funds as appropriate and as defined in the District Investment Policy with the approval of the Executive Director.
  • Performs miscellaneous financial analyses and reporting, as requested by the Deputy Director of Administrative Services, including, but not limited to long-range financial forecasting, cost recovery analysis, profitability studies, cost analysis, floating reports, year-end analysis, capital expenditures reviews, and cash flow analysis.
  • Oversees the maintenance of the appropriate fixed asset records and the required inventory of those assets.
  • Performs property tax calculations and meets all reporting requirements.
  • Oversees debt administration including general obligation bonds, revenue bonds, revenue notes, and lease purchase agreements and participates in debt issuance and refinancing.
  • Oversees all District insurance related matters, including commercial, liability, property, automobile, and public officials’ insurance; recommends and maintains the proper levels of property and liability insurance.
  • Attends and participates in professional group meetings; stay abreast of new Governmental Accounting Standards Board Pronouncements, Financial Accounting Standards Boards Statements and Interpretations; Accounting Principles Board Opinions and Accounting Research Bulletins.
  • Maintains communications and effective working relationships with all District employees, vendors, contractors, community organizations, and the general public.
  • Works periodically on special projects as assigned outside the context of the Finance Department, but for which the incumbent possesses the ability to perform adequately.
  • Serves on committees and focus groups as assigned.
  • Other duties as assigned.

Supervisory Duties:

Position directly supervises three (3) full-time positions within the Finance Department: and a nominal number of seasonal staff members.

Knowledge, Skills, and Abilities Required:

  • Must possess strong knowledge of Generally Accepted Accounting Principles (GAAP basis accounting and budget-based accounting); financial reporting experience, Colorado Special District finance experience, and ACFR preparation experience.
  • Demonstrates and enforces the highest ethical standards in all procedures, processes and decision making.
  • Knowledge of modern office procedures, methods and general office equipment; proficiency with applicable computer software applications (Word, Excel, Outlook, POS, etc.).
  • Experience with accounting and point-of-sale software.
  • Ability to work under pressure, with a high level of confidentiality and with tight deadlines.
  • Strong organization, managerial, and communication skills.
  • Ability to operate a computer and other standard office equipment.

Working Environment/Physical Activities:

  • This job operates in an office environment.
  • This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets, and fax machines.
  • While performing the duties of this job, the employee is regularly required to talk and hear, stand, walk, use hands, and lift and/or move up to 25 pounds occasionally.


  • College degree in Business Administration, Public Administration, Finance, Accounting, or a closely related field; Certified Public Accountant or Certified Public Finance Officer designation preferred. 
  • An equivalent combination of education and experience may be considered.
  • Must possess knowledge of Generally Accepted Accounting Principles (GAAP basis accounting and budget-based accounting), budgeting, fiscal management, and program management.
  • Minimum of seven years of experience in public finance and/or accounting with at least three years in a supervisory capacity.
